Due to the recent increase of intentional abuse of network and
client-software limitations, we are forced to set policies regarding use
of Rexx network resources. These policies apply to BOTH Rexx subscribers,
and persons from outside domains who use Rexx Computer facilities including
to transmit or forward data through remote programs (including mail forwarding
systems on remote ISP's.)
Rexx Electronic Communications supports US Senate Bill #875 "The Electronic
Mailbox protection act of 1997", and California's SB597. Rexx applauds the
California senate for imposing a Jail Term on persons forging false headers
in E-Mail. In addition to these, Rexx follows the IETF position on E-Mail,
to whit:

All Electronic Mail, Incoming and Outgoing must conform at least generally
to the provisions and guidelines of RFC822.

All Electronic Mail, Incoming and Outgoing, must contain a complete FROM
header indicating the correct and true origin of the message.

Encryption of messages is specifically permitted, and is encouraged.

Transmission of unsolicited Advertisements (aka "spam") is an unacceptable
use of our computers, domain, network, and resources. We do understand that
electronic commerce is an important part of the InterNet; our purpose here
isn't to censor but to prevent ABUSE, therefore:

Any and all advertisements incoming and outgoing from Rexx (including intended
for users which have requested to be on a mailing list) must contain a clearly
stated "opt-out" (remove) method to be removed from the mailing list.

The "opt-out" method must be online, automatic, and actually be reasonably
reachable, and must be honored.

Stating it's one-time only dosen't change anything, nor does stating you
are doing it under specific rules so it can't be spam. Unsolicited E-Mail is
prohibited by this policy.

Use of Scanning programs or robots to read WWW pages on the Rexx system for
the purpose of collecting E-Mail address, and the subsequent sending of
unsolicited mail is prohibited. (This is probably the most stupid thing you
can do anyway. Sending Junk-Mail
to an ISP staff guarantees you problems and marks you as a complete looser.)
If you received SPAM...
If you received an E-Mail message from a Rexx Subscriber, or you are a Rexx
subscriber and have received E-Mail that you consider SPAM, please notify
the Rexx Postmaster. (postmaster@rexx.com) Please include the entire text
of the message as a quote or attachment, including (and especially) the complete
headers.
The Rexx system does NOT prohibit the sending of bulk mail messages, however
we do prohibit the transmission of UNSOLICITED advertising being sent out
from our network.
Enforcement of this policy is per California Business and
Professions code which has specific civil procedures that allow us to
collect damages and charge for network useage from senders of unsolicited mail.
